DOE Compliance Obligations for Designated Establishments (DE)

The EEC Act mandates that DEs must:

  • Implement Energy Management Systems: Integrate energy management practices into their operations.
  • Undergo Energy Audits: Conduct regular energy audits based on their energy consumption level.
  • Employ EE Practitioners: Appoint certified energy professionals to manage energy efficiency initiatives.
  • Submit Annual Reports: Submit annual energy consumption and energy efficiency and conservation reports to the DOE via their online submission portal.

Streamlining Energy Compliance Reporting Through Digital Innovation

The Department of Energy (DOE) has introduced a new digital platform, the Designated Establishments Online Submission (DEOS) Portal, designed to simplify compliance requirements for all Designated Establishments (DEs) under the Energy Efficiency and Conservation (EEC) Act (Republic Act No. 11285) and its Implementing Rules and Regulations (IRR).

This initiative is detailed in the Implementing Guidelines (IG) on the Enhanced Compliance of Designated Establishments (DE) with the Energy Efficiency and Conservation  Act through the DE Online Submission (DEOS) Portal | January 2025.

DOE DEOS PORTAL

The DE Online Submission (DEOS) Portal serves as your centralized platform for submitting mandatory energy reports, established through Department Circulars DC2023-12-0036, DC2023-12-0037, DC2023-12-0038.

Through this portal, DEs can efficiently submit:

  • Annual Energy Efficiency and Conservation Reports (AEECR)
  • Annual Energy Utilization Reports (AEUR)
  • Energy Audit Reports (EAR)

All About Compliance: GEMP Online System and Energy Audits

Republic Act No. 11285, or the Energy Efficiency and Conservation (EEC) Act, through the Government Energy Management Program (GEMP) aims to enhance energy efficiency across government operations. This law is further reinforced by Administrative Order No. 15, s. 2024 (AO 15), which intensifies efforts towards electricity and fuel conservation. Through these measures, the Department of Energy aims to significantly improve government-wide energy efficiency.

In compliance with Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) Resolutions and relevant DOE Department Circulars, all Government Entities (GEs) are now required to implement systematic energy conservation practices. This includes conducting regular energy audits and submitting standardized reports through the GEMP online system.
